Why do wet wipes cause blockages if they’re flushable?

Although advertised as flushable, wet wipes do not break down in the sewer and congeal with fat and other items to create blockages and on some occasions fatbergs. They’re allowed to be advertised as flushable because they do flush down the loo but the problems occur when they don’t break down like toilet paper.
